Why are the other sandbox maps so underpopulated?

I would too, but unfortunately the player base deems Washington and PEI the only maps ever created in Unturned. In turn, other servers such as Hawaii, Germany and Russia are forgotten about... leaving the owners to abandon them in favor of hosting more Washington and PEI servers to be populated.
