Buying vehciles turned off

I noticed that you can no longer buy vehicles I have always bought vehicles since in my opinion they are hard to find since I lost my APC recently I was just wondering will buying vehicles ever be turned back on?

They turned this option off, because they wanted to bring the survival feeling back, as Freenex told.
