i built a huge underwater base and when the server restarted it didnt save.
Please just do a save before a shutdown the base took 2 hours to build

If you built it on sandbox (Which I'm assuming you did) server restarts from time to time wipe structures off the map to avoid performance issues.

so building a base on sandbox is basically useless

If you want to experiment new designs, then no; but if you're looking for a place to build a permanent base, then yes.
