I agree with Acid but what I could do is to increase the amount of money you get for killing a guy with bad reputation.

I've added the Precision Charge and made the Demolition Charge more expensive for now. We'll see if that helps, otherwise it's maybe better to increase the structure health or remove the Demolition Charge from the shop.
